Tiny Hardin County prepares for another Juggalo invasion BY BECKY MALKOVICH, THE SOUTHERN Sunday, July 13, 2008 5:25 PM CDT HARDIN COUNTY - Last summer, neither police nor residents knew what to expect when fans of the band Insane Clown Posse converged on tiny Hardin County for their annual gathering.
The four-day gathering, hosted by the band and its record label, Psychopathic Records, offered fans performances by more than 100 bands, carnival rides, wrestling and more.
A fear of the unknown prompted a massive law enforcement presence in the county during the event, as well as a skittish hesitancy on the part of some locals when first interacting with Juggalos, as Insane Clown Posse fans are called.
"Lots of people were upset because they heard so many rumors of trouble at gatherings in other communities," Hardin County Sheriff Tom Seiner said.
The county, which has a population of less than 5,000, saw 7,000 ICP fans arrive at the rural Cave-In-Rock venue, where the event was.
"Our resources were taxed. We had to bring in outside help because we don't have the staff to handle this kind of event. We did what we could to provide the protection we thought we needed," Seiner said.
The county spent $10,000 to $12,000 providing that protection, he said.
Assisted by state troopers from Districts 22 and 13, as well as officers from the U.S. Forest Service, arrests were made for dozens of traffic and drug-related offenses, he said.
In general, he said, the fans were well-behaved and the one death that occurred was heat-related, not a result of any criminal activity.
With this year's Aug. 7-10 Gathering of the Juggalos fast approaching, Seiner plans to once again adopt a safe-rather-than-sorry approach and intends to saturate the county with law enforcement.
This time, however, he'll have financial help.
"We received about $8,000 from a federal law enforcement grant administered by the state," Seiner said. "That's important because there was no way for us to recoup our costs last year, and for a small county like ours, that's a hardship."
Capt. Harry Masse, District 22 Illinois State Police commander, said having help in place is crucial during enforcement efforts.
"The response time if we weren't here could be hours. Lives are saved in minutes, not hours," he said. "It's important to realize we have to plan for the worst and hope for the best."
While law enforcement readies for the event, some members of the community are rolling out the red carpet for the return of the Juggalos.
"They were really nice kids from all over the world," Betty Norman of Family Package Store in Elizabethtown said. "There were kids from Sweden, Great Britain, all over. They may have looked a little weird, different from what we're used to around here, but they probably thought we looked weird, too."
The boost in business during the four-day festival was appreciated, Norman said.
"They bought a lot of beer. Oh, and Faygo soda, but they said they didn't drink that, just sprayed it on each other," she said with a laugh. "They maybe didn't buy the higher-class stuff, but that's OK.
"They spent a lot of money here and we can use any business we get."

crap i had a brain fart and forgot to mention also in addition to bloodymania there will be 2 days of jcw tryouts and a jcw show plus an mma seminar hosted by dan the beast severn. and as a i aluded to in my first post the iron shiek will be involved with bloodymania in some capacity also he will be doing standup comedy as a part of the killers of comedy made famous on the howard stern radio show. and following bloodymania roddy piper will be performing some standup comedy as well. im going to try and make it to all the jcw tryouts to see if there is any area guys there. so crimey i will have results for you on monday when i get back from gotj
